A. Background and rationale

MEFIN or the Mutual Exchange Forum for Inclusive Insurance is a Network of insurance regulators and supervisors in Asia working for a peer-to-peer exchange of knowledge and experiences with the insurance industry. MEFIN currently has seven (7) member-countries who are the insurance supervisors from Indonesia Otoritas Jasa Keuangan (OJK), Mongolia Financial Regulatory Commission (FRC), Nepal Beema Samiti, Philippines Insurance Commission (IC), Securities and Exchange Commission of Pakistan (SECP), Vietnam Insurance Supervisory Authority (ISA) and Insurance Regulatory Commission of Sri Lanka (IRCSL). The Network implement programs that provide mutual benefit to the members in advancing inclusive insurance solutions especially targeted for the low income and the informal sectors. MEFIN started as a knowledge exchange platform in 2013 and has transformed into a Network in 2016. More information at www.mefin.org

The insurance associations and some leading insurance companies in the seven countries have been participating in the activities of the Technical Working Groups (TWG) of the MEFIN. There are five (5) TWGs, i.e. TWG on Policy and Regulation, TWG on Business Models, TWG on Disaster Risk Insurance, TWG on Capacity Building and TWG on Knowledge Management. In 2016, the MEFIN, Incorporated (MEFIN Inc), a private sector counterpart of the MEFIN Network, has been formed and formally registered in the Philippines. Currently, the MEFIN Inc has five-member Philippine commercial insurance companies which are the leading microinsurance providers in the country.

RFPI Asia (Regulatory Framework Promotion of Pro-poor Insurance Markets in Asia) serves as the Secretariat of both the MEFIN Network and the MEFIN Inc. RFPI is a regional program that supports Asian insurance supervisory authorities to enhance the enabling conditions for pro-poor insurance. Based in Manila, Philippines, RFPI Asia is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ). The session is jointly being organized by the MEFIN Network, MEFIN Inc and RFPI Asia; and will be hosted by the Munich Re Foundation and the Microinsurance Network.

B. Session Objectives

The session on “Promoting Cross-Country Knowledge Exchange and Regulatory Dialogue on Inclusive Insurance” aims to:

  1. Inspire the insurance regulators and industry in the Africa region of format of MEFIN platform in peer-to-peer knowledge exchange and regulatory dialogue;
  2. Discuss the key results and instruments of the MEFIN Technical Working Groups; and
  3. Engage the speakers and participants into productive debate of potential replication of the MEFIN model in the Africa region.

The registration of interest to attend is done separately to the registration of the 14th International Microinsurance Conference. However, only those who have confirmed registration in the IMC shall be accepted in the session.
