Insurance Commission conducts a seminar on MicroHealth to promote stronger health services for the poor

A seminar with the theme, “Microinsurance: Strengthening the Universal Health Care System” was held at the Insurance Commission (IC) on 08 November 2016.

The seminar was an initiative of the IC to educate the officials and representatives of Health Maintenance Organizations (HMOs), life and non-life insurance companies, cooperative insurance societies (CIS), and mutual benefit associations (MBAs) about health microinsurance regulatory circular issued by IC on April 2016.

  

The main objectives of the seminar are:

It was attended by 60 participants from the insurance industry, from the Department of Health (DOH) and Philippine Health Insurance Corporation (Philhealth).

The Insurance Commissioner, Atty. Emmanuel F. Dooc, served as the Keynote Speaker of the event. During his speech, the Commissioner highlighted the success of Microinsurance and inspired the private health sector to tap the bottom of the pyramid who consist of those who are exposed to utmost risks.

The Microinsurance Division’s Acting Division Manager, Ms. Shayne Rose R. Bulos provided a presentation on Microinsurance and its landscape as well as the financial inclusion initiatives of the IC and its partner agencies. She highlighted researches that substantiates that microinsurance rebuilds lives and leads a better financial alternatives for the consumers.

The Senior Advisor of GIZ-Philippines, Mr. Dante Portula, discussed the second topic, the Health Microinsurance (MicroHealth) Framework, the history of the crafting of the framework, its basic features and its importance. He stressed that MicroHealth shall complement and supplement the government’s National Health Insurance Program and also highlighted the participation of the Department of Health (DOH) through the memorandum of understanding with the IC.

   

To give life to the MicroHealth framework, Mr. Roy Miclat, Chief Executive Officer of Cooperative Health Management Federation and Mr. Bernard Reyes, Vice President of Western Guaranty Corporation presented their MicroHealth business models and products, “MicroHealth Insurance through a Cooperative Health Maintenance Organization” and “MicroHealth, Accident Insurance and Healthcare Delivery – A Cooperation of Commercial Company and Network of Healthcare Facilities”, respectively. Both business models are featured in the published fact sheets by the Mutual Exchange Forum on Inclusive Insurance (MEFIN), a network of insurance regulators in Asia. Dr. Marillete S. Falagne of the DOH and Mr. Cir Rodney C. Cacatian of the Philhealth also provided their insights on how they provide health and insurance services to the poor. Dr. Falagne also raised concerns on the next steps towards further support to the private sector on areas such as quality certification of healthcare facilities and enrolment of MicroHealth clients to PhilHealth, among others.
